ROLE PURPOSE:

As a key member of the regional leadership team, you will take shared responsibility for the transformation of the region to a new operating model whilst delivering Save the Children’s strategy within the region. You will support and enable countries in the Latin America and Caribbean Region  to:

- Meet International Programming Management Operating standards,

- Develop their programming capacity

- Respond effectively, efficiently and at scale to emergencies and

- Consistently, reliably measure their impact through Monitoring and Evaluation.

SCOPE OF ROLE:

Reports to: Regional Director

Dimensions:  Save the Children works in 7 countries in the LAC Region with a current staff complement of approximately 1200 staff and current expenditure of approximately $120 million each year.

Staff directly reporting to this post:  It is envisaged that there will be a small Regional Program Team.

KEY AREAS OF ACCOUNTABILITY:

As a member of the Regional Senior Management Team, contribute to:

- Leadership of the LAC Office in Panama

- Support the development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors

- Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to programme needs

- Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies

Programmatic leadership and management,

- Serve as the trusted partner of the Regional Director and his immediate team on all programme matters

- Represent Save the Children in regional program and technical fora

- Represent Save the Children with regional development and emergency donors, and donors of regional development and emergency projects

 Program Implementation Support

- Build the capacity of Country Office (CO) Program Implementation staff, including logistics and procurement

- Facilitate regional or international procurements and logistics on behalf of  CO

- Support country offices in developing proposals

Program Development and Quality Support

- Support country offices in the development of innovative programs, and knowledge sharing across and between regions

- Provide regional support to Technical Assistance brokerage function to enable effective development of proposals and implementation of programmes

- Provide support and capacity building in Monitoring & Evaluation to CO program staff, to enable consistent, reliable measurement of Save the Children’s reach and impact in the region.

 Emergencies

- Build the dual mandate programmatic capacity of program staff in CO

- Ensuring capacity is available to provide short term and sustained support to Country Offices (CO) in case of all emergencies (including working with incoming teams to support significant emergency responses)

Regional Programming

- Take the lead in pursuing and developing regional (or cross regional) proposals

- Provide programmatic leadership for the implementation of regional programmes.

Staff Management, Mentorship, and Development

- Ensure that all staff understand and are able to perform their role in an emergency

- Manage team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly

- Manage the performance of all staff in your area through:

a. Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;

b. Coaching, mentoring and other developmental opportunities;

c. Recognition and rewards for outstanding performance;

d. Documentation of performance that is less than satisfactory, with appropriate performance improvements/ workplans

QUALIFICATIONS AND EXPERIENCE

- Substantial Programmatic support and implementation expertise, with experience of working within a complex and matrix organisation structure and in both development and emergency contexts.

- Demonstrable track record of leading substantial change – maximising benefits and minimising risks.

- Cultural sensitive, with highly developed interpersonal and communication skills including influencing, negotiation and coaching. 

- Successful track record of implementing simple, effective monitoring systems.

- Experience of building, leading and developing programmatic staff with different backgrounds and expertise.

- Experience of building personal networks at senior levels, resulting in securing significant new opportunities for the organisation.

- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

- Commitment to Save the Children values.

- Ability and willingness to change work practices and hours in the event of major emergencies

- Willingness to travel in developing countries.

- Spanish and English  language skills required, French a plus
